Purpose
Manages the procurement for Governmental Affairs and Initiatives/OnRamps including the development, negotiation and execution of contracts.
Responsibilities
Acts as primary point person for contracts in Governmental Affairs and Initiatives unit. Provides comprehensive support to staff at all levels with development, negotiation, and execution of agreements.
Manages purchasing functions for the unit, including contracts, purchase orders, Procards, and UT Market. Ensures all UT policies are followed.
Prepares travel requests (RTAs or VE5/VE6) and process Official Occasion Expense Forms (OOEF) for the unit.
Establishes and maintains positive and productive relationships with university staff and faculty, contractors, vendors, and customers, providing outstanding customer service to all stakeholders.
Participates in weekly staff meetings, staff trainings, and collaborative process improvements. Updates and maintains accurate records with a high level of accuracy. Stays informed of university, state, and federal policies in relation to job functions.
Creates and submits Data Use Agreements (DUA), Internal Material Transfer Letter Agreements (IMTLA), and Confidential Data Control Plans (CDCP) in Research Management Suite.
Assists the Assistant Director of Business Operations with projects as assigned.
Required qualifications
Bachelor's Degree in Business or public administration, social sciences, or technical/scientific field.
Experience in preparation, processing, and negotiation of grant and contract proposals and awards
Demonstrated adaptability and history of service-minded approach to executing job functions.
Demonstrated attention to detail.
Excellent interpersonal and written communication skills with proven ability to effectively communicate with all levels of management and respond to staff tactfully, clearly, and concisely.
Ability to work in an environment with frequent interruptions.
Ability to follow directions and learn new processes.
Professional demeanor.
Highly proficient in Microsoft Word, Excel, and Outlook.
Relevant education and experience may be substituted as appropriate.
Preferred qualifications
Experience with UT policies and procedures.
Experience creating contracts.
Experience purchasing for a large department.
Experience with DEFINE and UT web-based applications.
Experience with Smartsheet.
Salary
$62,000 + depending on qualifications
Working conditions
