The Office of Sponsored Projects (OSP) serves as the coordinating office for externally funded research and sponsored projects at The University of Texas at Austin. The mission of OSP is to assist faculty and professional research staff in their efforts to secure and ensure proper stewardship of external funding. We do that by assisting research faculty and staff with the following: proposal review, authorization, and submission; award negotiations and acceptance; account management; close-out, reports, audits, collection; professional development and education; export control, and research compliance.

Purpose
Support the research community at the University of Texas at Austin in the capacity of Senior Subaward Manager. Responsible for the management of subaward negotiations, subaward compliance, and the oversight of daily operations of the subaward team.
Responsibilities
SUBAWARD TEAM SUPERVISION: Manages and provides direct supervision of the subaward negotiators, administrative, and compliance staff responsible for the review, development, negotiation and compliance of subawards. Works closely with subaward compliance staff to ensure the University and the OSP are compliant. Communicate with the principal investigator, departmental staff, and/or subrecipient to resolve any contractual issues.
SUBAWARD AGREEMENTS MANAGEMENT: Manages the subaward team’s workload and efficiency and shift assignments based on the volume of outgoing subawards. Regularly monitors and provides recommendations to the Associate Director of Contracting for the revision of constituency lists and agreement assignments as needed to balance the workload. Contributes to the development and implementation of policies and procedures for subrecipients and makes recommendations for policy and process changes to the Associate Director of Contracting. Develops new processes to meet audit requirements.
SUBAWARD NEGOTIATION AND COMPLIANCE: Drafts, reviews, and negotiates new subaward agreements and amendments for compliance with University policies, federal and state law and regulations. Coordinates subaward negotiation calls and meetings regarding contractual language with subrecipients, including but not limited to, legal and technical representatives and University researchers. Coordinates with appropriate University offices in the review and handling of various contractual issues if required (e.g. Discovery to Impact, Risk Management Office, Office of Legal Affairs).
SUBAWARD TEAM TRAINING: Hires and provides expert training of subaward agreement negotiators. Provides on-going coaching and mentoring to subaward team members to ensure individuals and the team are successful. Establishes meetings with subaward negotiators, subaward administrative staff and subaward compliance staff to monitor workflow and discuss process, negotiation and compliance issues.
SUBAWARD PROCESS OVERSIGHT: Manages the outgoing subcontract process including the review, coordination and preparation of documentation (including but not limited to, evaluation of financial stability, internal controls and performance history of subrecipients) related to outgoing subawards. Ensures the terms and conditions of subawards are properly reflected as flow-down terms and conditions to subrecipients.
SUBAWARD ADVICE: Provides input in the interpretation of federal, state or other contracts, grants and funding regulations, University/University System policies and procedures and OSP policies.
OTHER: Special projects assigned by Associate Director of Contracting.
Required Qualifications
Bachelor's or master's degree.
Six (6) years of experience in contract management, preparation, processing, and negotiation of contracts, subaward agreements, and/or grant administration experience.
Demonstrated experience in contract preparation, including drafting of terms (e.g. intellectual property).
Experience negotiating with federal, state, academic, industry, and other partners.
Extensive knowledge of federal, state, local and University guidelines and regulations.
Highly skilled in agreement negotiations and management of contract portfolios, with strong analytic and critical thinking skills, accustomed to a fast-paced environment with competing deadlines.
Exceptional customer service and excellent verbal and written communication skills.
Extensive experience with the use of MS Word and MS Excel software.
Must work well with others and contribute positively to the organization, team and University.
Must be authorized to work in the United States on a full-time basis for any employer.
Relevant education and experience may be substituted as appropriate.
Preferred Qualifications
Graduate or professional degree in business administration, public administration or law.
More than six (6) years of experience in management, preparation, processing, and negotiation of research contracts.
University or UT System experience.
Demonstrated knowledge in the development of research budgets.
Ability to work independently.
Experience with Huron Research Suite product.
Salary Range
$90,000 + depending on qualifications
Working Conditions
May work around standard office conditions

Occasional weekend, overtime and evening work to meet deadlines
